Issuer

In capital markets, an issuer is any entity that offers securities -- debt or equity -- for sale to investors. In the debt markets, an issuer is by definition also a borrower. An issuer can be a sovereign government, a government-related entity, a company or a financial institution. The term also includes entities set up specifically to issue securities, such as Special Purpose Vehicles (SPVs), which banks set up to sell securities in securitisations.
