Crowding Out Effect

The crowding out effect is an economic theory that suggests that rising public sector spending drives down or even eliminates private sector spending. In debt markets, crowding-out is sometimes used to describe heavy borrowing by government or public-finance borrowers reducing the investment capacity available to private-sector borrowers.
